Israel eases ban on building material for Gaza

GAZA (Reuters) - Israel eased its blockade of Gaza on Sunday, allowing a shipment of gravel for private construction into the Palestinian territory for the first time since Hamas seized control in 2007.

A Palestinian official with knowledge of an Egyptian-brokered ceasefire that ended eight days of fighting last month between Israel and Gaza militants said the move had been expected as part of the deal.

"This is the first time gravel has been allowed into Gaza for the Palestinian private sector since the blockade," said Raed Fattouh, the Palestinian official overseeing the shipment of 20 truckloads of the material.

Israel tightened the blockade after Hamas, an Islamist group that refuses to recognize the Jewish state, took power five years ago. But under international pressure, Israel began to ease the restrictions in 2010 and has allowed international aid agencies to import construction material.

The gravel was transferred a day after Egypt allowed building material into Gaza through its Rafah crossing, departing from a six-year ban. It was part of a shipment donated by the Gulf Arab state of Qatar, which has pledged $400 million to finance reconstruction.

Gaza economists say nearly 70 percent of the enclave's commercial needs - including building material and fuel - were being met through shipments via Israel and a network of smuggling tunnels running under the Egyptian border.

One Palestinian official said Israeli counterparts had promised "other building items" would be allowed into Gaza in the coming days.

"Israel has promised to ease the blockade more if the truce continues to hold," said the official, who asked not to be identified.

Israeli Vice Prime Minister Silvan Shalom, speaking to reporters in Jerusalem, said more than 300 truckloads of goods have been moving from Israel to the Gaza Strip on a daily basis.

"They can have much more if they would like to," he said.

China tightens Internet controls, legalizes post deletion

BEIJING (Reuters) - China unveiled tighter Internet controls on Friday, legalizing the deletion of posts or pages which are deemed to contain "illegal" information and requiring service providers to hand over such information to the authorities for punishment.

The rules signal that the new leadership headed by Communist Party chief Xi Jinping will continue muzzling the often scathing, raucous online chatter in a country where the Internet offers a rare opportunity for debate.

The new regulations, announced by the official Xinhua news agency, also require Internet users to register with their real names when signing up with network providers, though, in reality, this already happens.

Chinese authorities and Internet companies such as Sina Corp have long since closely monitored and censored what people say online, but the government has now put measures such as deleting posts into law.

"Service providers are required to instantly stop the transmission of illegal information once it is spotted and take relevant measures, including removing the information and saving records, before reporting to supervisory authorities," the rules state.

The restrictions follow a series of corruption scandals amongst lower-level officials exposed by Internet users, something the government has said it is trying to encourage.

Li Fei, deputy head of parliament's legislative affairs committee, said the new rules did not mean people needed to worry about being unable to report corruption online. But he added a warning too.

"When people exercise their rights, including the right to use the Internet, they must do so in accordance with the law and constitution, and not harm the legal rights of the state, society ... or other citizens," he told a news conference.

Chinese Internet users already cope with extensive censorship measures, especially over politically sensitive topics like human rights and elite politics, and popular foreign sites Facebook, Twitter and Google-owned YouTube are blocked.

Earlier this year, the government began forcing users of Sina's wildly successful Weibo microblogging platform to register their real names.

The new rules were quickly condemned by some Weibo users.

"So now they are getting Weibo to help in keeping records and reporting it to authorities. Is this the freedom of expression we are promised in the constitution?" complained one user.

"We should resolutely oppose such a covert means to interfere with Internet freedom," wrote another.

The government says tighter monitoring of the Internet is needed to prevent people making malicious and anonymous accusations online, disseminating pornography and spreading panic with unfounded rumors, pointing out that many other countries already have such rules.

Despite periodic calls for political reform, the party has shown no sign of loosening its grip on power and brooks no dissent to its authority.

Chinese Congenital Deficiency Of Color

Western criticism of the fine arts of Chinese oil paintings tends to focus on two aspects: indifference in shape and color. The argument goes straight to the heart of the matter, because it is indeed a common problem for most Chinese painters.
In contemporary China, there are few painters that could skillfully take charge of color, which may be caused by three aspects. First, as a separate discipline, color art came into being in the 80s of the last century with a weak foundation. Second, affected by the combination of Chinese and western thinking, a lot of Chinese painters cannot help trying to make oil painting by using Chinese techniques. Chinese painting emphasized exquisite description, which was clearly not the same thing with oil painting. Third, influenced by Russian painting style, Russia's geography and climate affected the perception and understanding of the Russian painter for color. On the other hand, the melancholy tone in the Russian culture of 19th century also had a significant impact on Russian painting: in literature, such as Tolstoy, Turgenev; in music, such as Tchaikovsky; in painting, such as Surikov, Repin. If corresponded in color, that was grey and brown.
As is known to all, the painting education in New China was introduced from the former Soviet Union, which has influenced generations of Chinese painters. In addition, the majority of Chinese painters focused more on techniques and less on feeling, and was diligent in writing and lazy in sketch. Such a bad painting habit was also the main reason leading to Chinese painters difficulty in the comprehension of color art. I have seen a lot of paintings made by some well known painters, but I still do not understand why they treat their figures even young girls in a funeral-like gray color scene. In Paintings of Venice by a famous painter, the whole sky and waters are processed into cloudy dark gray. I have been to Venice in four seasons, and I really do not know where he felt this color.
Painting consumption in China has gradually entered the homes of the middle class, but most people do not know how to appreciate the painting. It is necessary to know some knowledge of color art. If you cannot understand the significance of color art for oil painting, you cannot have a real understanding of it.

Slow Cooker Mulled Wine {Low Sugar}

Ingredients

• 1 bottle, 750mL, red wine (I use Merlot)
• zest of 1 orange
• 1 orange, peeled, segmented
• 2 cinnamon sticks
• 1 small piece of ginger root (about 1-inch piece)
• 2 tablespoons Maker's Mark Brandy
• 10 packets Sweet'N Low sweetener

Instructions

• Combine all ingredients in the slow cooker pot.
• Stir and cover.
• Cook on LOW for 4 hours or on HIGH for 2 hours.
• Ladle into mugs without the spices.
• When serving, take the lid off and leave the slow cooker on LOW or WARM.

Gore raps Obama on warming in post-Sandy speech

NEW YORK -- Former U.S. Vice President Al Gore on Thursday sharply criticized President Barack Obama, a fellow Democrat, for failing to make global warming a priority issue, saying action was more urgent than ever after the devastation in the Northeast from Superstorm Sandy.?

"I deeply respect our president and I am grateful for the steps that he has taken, but we cannot have four more years of mentioning this occasionally and saying it's too bad that the Congress can't act," Gore told the New York League of Conservation Voters.

Gore was the surprise guest to introduce New York City Mayor Michael Bloomberg, who spoke about the city's response to Sandy, which slammed into the city on October 29, killing 43 people, destroying homes, and knocking out power, mass transit and telephone service in huge swaths of the city.

Nationally, the storm caused at least $50 billion in damage and killed at least 131 people, officials said.

Much of Lower Manhattan flooded from the storm surge, a danger many climate scientists warn will become more acute as the burning of fossil fuels contributes to higher global temperatures that speed the melting of polar ice, raising sea levels.

Bloomberg has long sounded alarm bells about climate change and the city's vulnerability to major storms. His blueprint for infrastructure needs, called PlaNYC, aims to cut the city's carbon footprint by 30 percent by 2030 and he has pushed to limit dependence on coal, a leading source of carbon emissions.

Bloomberg showed a picture of Gore and himself painting a city roof with white paint, a technique that keeps temperatures down and helps cut energy consumption.

The mayor also echoed some of Gore's sentiments about leadership in Washington, saying cities were "not waiting for national governments to act on climate change."

But Bloomberg added: "We had help from every part of the federal government. Everything we asked for we had. Now we've got to get some money out of them, but that's another issue."

The city has asked Washington for $9.8 billion to pay for costs from Sandy not covered by insurance or other federal funds.

Much of Gore's remarks centered on leaders in Washington, who he said had abdicated responsibility on carbon as humans treat the atmosphere as an "open sewer."

Gore, a long-time environmental advocate who served under President Bill Clinton, helped raise awareness on climate change by narrating the hit documentary "An Inconvenient Truth," which won two Academy Awards in 2007.

"Our democracy has been hacked," Gore said. "And when the large part of polluters and their ideological allies tell the members of Congress to jump, they do say, 'how high?' And we need leadership in the executive branch as well."

While saying New York must be more prepared for storms, Bloomberg was defiant that the city will not flee from its 520 miles of shoreline.

"Let me be clear: We are not going to abandon the waterfront ... But we can't just rebuild what was there and hope for the best. We have to build smarter and stronger and more sustainably," Bloomberg said.

New York state Governor Andrew Cuomo has asked for $41.9 billion in federal disaster assistance, including $9.1 billion for projects to prevent and mitigate damage from future storms.?

High in the Andes and finally open to scientists after years of conflict, Colombia's cloud forests host rich biodiversity, which is being lost before its even documented

ANTIOQUIA, Colombia ? Five hours by truck and mule from the nearest town, a rumbling generator cuts through the silent night to power large spotlights as botanists crouch and kneel on large blue tarps spread across a cow pasture. It's nearly midnight, and the team works urgently to describe every detail of the dozens of colorful orchids, ferns and other exotic plants they have collected that day in Las Orqu?deas National Park, one of the single most biologically diverse places on the planet.

For nearly two weeks, each day begins and ends like this. At 6 a.m., the botanists emerge from their tents, just before the sun peeks over the mist covered mountains. They down a breakfast of cornmeal arepas and steaming bowls of agua de panela, a local drink made from boiled sugar cane. Then they don their rain gear, cross the river on a dubious bridge made of a single log and trudge along narrow, muddy trails before fanning out into the cloud forest.

Their mission: To collect as many species of flowering plants as possible and return to base camp before heavy afternoon rains swell the river to dangerous levels. They're racing a different clock, too. Climate change and development are beginning to erase these irreplaceable ecosystems. The researchers are scrambling to understand what is here before it disappears.

The scientists are carrying out a three-year project, funded by the U.S. National Science Foundation, to create a comprehensive inventory of all the vascular plants in this park. It's a considerable undertaking. At least 3,000 plant species ? including the more than 200 species of orchid for which the park is named ? are believed to inhabit Las Orqu?deas. Potentially hundreds of plants have yet to be identified by science.

What makes this park in northwestern Colombia a global biodiversity hotspot is its location at the intersection of the Choc? and the Tropical Andes, two of the richest biogeographic regions in the world. But for the better part of two decades, Las Orqu?deas, like many other ecologically important areas in Colombia, was largely off limits to scientists because portions of the park had become the unofficial territory of armed groups in the country's decades-long conflict.

All over the mountain tropics of South America, the race is on identify unique, often endemic species before natural resource exploitation and climate change converge to threaten them. Before scientists can document the impacts of climate change, they must be able to establish a baseline for how these ecosystems function. But in Colombia, which may have the greatest biodiversity of any country on earth, research is often decades behind; field expeditions can be dangerous, making funding hard to come by.

Today, the Colombian government is holding peace talks with the largest rebel group, the Revolutionary Armed Forces of Colombia, or FARC, and the conflict has retreated from Las Orqu?deas over the past several years. Yet the high mountain ecosystems of the Colombian Andes remain besieged. As the country becomes more secure, mining, timber, agriculture and ranching are expanding rapidly, leading to massive deforestation and contributing to temperatures that are rising significantly faster than at lower altitudes.

"The Andes is actually the most diverse region of the planet," said Paola Pedraza-Pe?alosa, a Colombian botanist at the New York Botanical Garden who is co-leading the Las Orqu?deas research. "Here we have a great diversity of plants that has no parallel in the rest of the world, but also the Andes is one of the most deforested areas."

Like coral reefs and glaciers, the tropical Andes are among the most vulnerable to the dual impacts of climate change and human population pressures. About a sixth of the world's biodiversity ? perhaps two million species of plants, animals, fungi and microorganisms ? can be found in the region. About 10 percent have been identified.
