The number of people working in the outsourcing industry in Bulgaria will treble by 2017, according to members of the newly established Bulgarian Outsourcing Association.

Stressing that the outsourcing industry was mostly concentrated in Sofia, he explained that the newly established Association aimed to persuade companies to opt for other Bulgarian cities with sufficient highly qualified workers.

Borislav Stefanov, CEO of the InvestBulgaria Agency, also participated in the meeting on Tuesday.

He spoke about the new legal provisions concerning foreign investments and ?the most important indicator measuring results in the sector ? quality jobs.?

General investigated for emails to Petraeus friend

PERTH, Australia (AP) ? In a new twist to the Gen. David Petraeus sex scandal, the Pentagon said Tuesday that the top American commander in Afghanistan, Gen. John Allen, is under investigation for alleged "inappropriate communications" with a woman who is said to have received threatening emails from Paula Broadwell, the woman with whom Petraeus had an extramarital affair.

Defense Secretary Leon Panetta said in a written statement issued to reporters aboard his aircraft, en route from Honolulu to Perth, Australia, that the FBI referred the matter to the Pentagon on Sunday.

Panetta said that he ordered a Pentagon investigation of Allen on Monday.

A senior defense official traveling with Panetta said Allen's communications were with Jill Kelley, who has been described as an unpaid social liaison at MacDill Air Force Base, Fla., which is headquarters to the U.S. Central Command. She is not a U.S. government employee.

Kelley is said to have received threatening emails from Broadwell, who is Petraeus' biographer and who had an extramarital affair with Petraeus that reportedly began after he became CIA director in September 2011.

Petraeus resigned as CIA director on Friday.

Allen, a four-star Marine general, succeeded Petraeus as the top American commander in Afghanistan in July 2011.

The senior official, who discussed the matter only on condition of anonymity because it is under investigation, said Panetta believed it was prudent to launch a Pentagon investigation, although the official would not explain the nature of Allen's problematic communications.

The official said 20,000 to 30,000 pages of emails and other documents from Allen's communications with Kelley between 2010 and 2012 are under review. He would not say whether they involved sexual matters or whether they are thought to include unauthorized disclosures of classified information. He said he did not know whether Petraeus is mentioned in the emails.

"Gen. Allen disputes that he has engaged in any wrongdoing in this matter," the official said. He said Allen currently is in Washington.

Panetta said that while the matter is being investigated by the Defense Department Inspector General, Allen will remain in his post as commander of the International Security Assistance Force, based in Kabul. He praised Allen as having been instrumental in making progress in the war.

But the Allen investigation adds a new complication to an Afghan war effort that is at a particularly difficult juncture. Allen had just provided Panetta with options for how many U.S. troops to keep in Afghanistan after the U.S.-led coalition's combat mission ends in 2014. And he was due to give Panetta a recommendation soon on the pace of U.S. troop withdrawals in 2013.

The war has been largely stalemated, with little prospect of serious peace negotiations with the Taliban and questions about the Afghan government's ability to handle its own security after 2014.

At a photo session with Australian Prime Minister Julia Gillard shortly after he arrived in Perth, Panetta was asked by a reporter whether Allen could remain an effective commander in Kabul while under investigation. Panetta did not respond.

The FBI's decision to refer the Allen matter to the Pentagon rather than keep it itself, combined with Panetta's decision to allow Allen to continue as Afghanistan commander without a suspension, suggested strongly that officials viewed whatever happened as a possible infraction of military rules rather than a violation of federal criminal law.

Allen was Deputy Commander of Central Command, based in Tampa, prior to taking over in Afghanistan. He also is a veteran of the Iraq war.

In the meantime, Panetta said, Allen's nomination to be the next commander of U.S. European Command and the commander of NATO forces in Europe has been put on hold "until the relevant facts are determined." He had been expected to take that new post in early 2013, if confirmed by the Senate, as had been widely expected.

Allen was to testify at his confirmation hearing before the Senate Armed Services Committee on Thursday. Panetta said he asked committee leaders to delay that hearing.

The senior defense official said Panetta has not talked to Allen about the investigation, nor has he discussed the matter with President Barack Obama, although he consulted with unspecified White House officials before making the decision to seek a postponement of Allen's confirmation hearing.

Panetta did talk about the Allen matter with Gen. Martin Dempsey, chairman of the Joint Chiefs of Staff, who happens to also be in Perth for a meeting of American and Australian diplomatic and defense officials. Those talks were starting Tuesday with an official dinner.

With a cloud over Allen's head, it was unclear Tuesday whether he would return to Kabul, even though Panetta said Allen would remain in command. The second-ranking American general in Afghanistan is Army Lt. Gen. James Terry.

NATO officials had no comment about the delay in Allen's appointment.

"We have seen Secretary Panetta's statement," NATO spokeswoman Carmen Romero said in Brussels. "It is a U.S. investigation."

Panetta also said he wants the Senate Armed Services Committee to act promptly on Obama's nomination of Gen. Joseph Dunford to succeed Allen as commander in Afghanistan. That nomination was made several weeks ago. Dunford's hearing is also scheduled for Thursday.

A mare and her 6-month-old baby named Jelly Bean were abused, neglected and seized by law enforcement just last week. The foal was so weak she couldn?t stand up. Another three were also starving and seized last week. One owner indicated he was in financial crisis and unable to afford food.

The horses are now recovering at the Harmony Equine Center, a branch of the Dumb Friends League.

The concern is that many horses in Colorado will begin to starve this winter when there?s no more pasture grass for them to eat and their owners struggle to buy hay. Colorado growers were only able to harvest half, or less, of the hay they normally do. The shortage forced people to buy hay from other states.

A] i have two 5.1 systems (speaker-systems, not HTiBs) at my home, but none of those have digital ports (neither optical nor coaxial), only analog RCA ports. till this time i have been connecting my consoles through RCA (red & white or L/R) which means i have been connecting them for stereo sound, even though i have been getting surround sound from my 5.1s (due to internal decoder? perhaps its pro-logic II?), and very good at that (esp. in games like the 'uncharted' series). however, i wish to now have an external decoder, using which, i could connect an optical cable to my PS3's optical port, and on the other end of the decoder, use RCA cables to be connected to my 5.1's aux. inputs. i believe this is the right way? would i then get DD 5.1 or DTS 5.1 that way? ofcourse that would depend on the quality of decoder, but still, would that be equivalent to what i could have got had my 5.1s had digital ports on them?

B] also, using RCA connections, am i getting lossles HD audio? am confused, as some say that through RCA you are just getting 2ch sound, whereas some others say using good RCA connectors and with the consoles' own internal decoders, you get lossless HD audio (probably pro-logic II) instead of the lossy DD or DTS. but this is a fact that i do get surround sound through my 5.1s, & quite detailed at that. but what kind is it & how is it getting decoded (& where) is regarding what am confused.

i saw some decoders listed on indian portals, like this one. though its costly, but i suppose it would be of a good quality. however, is there any workaround to this issue? or any cheaper alternative?

All rooms are equipped with webcams, so owners can monitor their pets, along with couches, dog beds and bowls, and sometimes televisions, depending on the suite.

Three types of suites exist and range from $60 to $125 a night. The private sleeping quarters are made with solid walls and glass doors to create a private and relaxed living environment for the dogs.

"[Dogs] need a good safe, secure place to be kept. We don't have any bars or cages," he said. "There is nothing that would remind the dog of being institutionalized. It is a comfortable place for them."

The hotel is run 24 hours a day, seven days a week. All dogs are treated to three-hour play sessions, winding down time in their suites, swimming, exercising, grooming, and most importantly socializing with other dogs, Nolan said.

"Dogs really want to be dogs. They want to have that interaction with their own species and have some fun. And our play areas, our cage-free areas, really allow that to happen," Nolan said. "Dogs get out there, they have a chance to run around, they wrestle, they play fight, they have a good time. And on top of that, they have a good place to rest."

The facilities can house up to 120 dogs and most dogs are accepted after an interview process conducted by a Pooch Hotel employee.

"We don't discriminate by any specific breeds," he said. "The only dogs we probably won't take are those that are aggressive towards humans. If we can't take care of the dogs, then there is really not much we can do for you. Other than that, there's very little in the way of restrictions."

For Pooch Hotel patron Ken Congemi, leaving his 5-year-old pit-bull mix Sandy was "a little traumatic."

"Usually I leave her with friends, and this time people were away and I've actually used other facilities before, but this one seemed really nice when I came to the grand opening," Congemi said. "So we came on Saturday and she had her interview and she did really well and so I feel confident."

Congemi watched as Sandy continued to play with her new friends and said she seemed to be adjusting well.

Another patron, Kevin Lee, brought his cocker spaniel to the Pooch Hotel for an interview to be housed at the hotel when he leaves town for the holidays.

"It's going to be weird. I feel like I am going to miss him like I miss a kid," Lee said. "I don't have any kids. If nothing else, I am going to try and be optimistic about it like yeah, it is a little break for me and also I know he will have a good time too."

He said a reason he decided to leave his dog at the hotel was because of the webcam service, which pet owners can access with their home computers.

"All of our play areas are webcammed, a lot of our larger suites are webcammed as well, so you can see what is going on here," Nolan said. "Nothing happens here that we are afraid to show anybody anytime."

Nolan said the holidays are starting to book up quickly and that Thanksgiving in particular will be busy.

The Pooch Hotel is open year round and has four additional locations in California, two in Illinois, one in Massachusetts and one in Texas.

On marriage:
?I don?t think marriage is in the future for me right now man, I really don?t. And the thing about marriage is that I believe in it and don?t believe in it. I think sometimes people put that ring and that paper and it messes up a good thing sometimes. Now it?s a different emphasis on your relationship. Now you can say, ?If I?m married, it?s on paper and I walk away, this is that and this is this?. So I like to just build on relationships and make sure that you?re in a happy relationship and if it leads to that. I know a lot of people look at certain relationships, celebrity relationships, and say, ?Aww look at Jay and Bey? and I think even that relationship, it took time. Jay is 40 years old, and he waited until he felt it was right. Even when they first got together, it wasn?t a public thing. They were denying they were a couple when everybody knew they were a couple at first. They played it off and they just made sure their base was strong before they made it public and I think that?s the kind of thing you have to do in a relationship.?

He also talked about how fatherhood changed him and how great it feels to have a son. He also said that he is dropping a new album in February. And by the way, Fabolous is a huge fan of Instagram.

Thanksgiving song and activities: Over the River and Through the ...

Do you remember this song?

Over the river and through the woods
To Grandmother?s house we go.
The horse knows the way to carry the sleigh
Through white and drifted snow.

It?s hard to say when this famous American poem became so synonymous with the Christmas holiday, but the tune truly belongs to Thanksgiving.

Written by journalist, poet, and human rights advocate Lydia Maria Child, the poem first appeared in Child?s Flowers for Children, Volume 2, in 1844.

It was originally titled ?A Boy?s Thanksgiving Day,? and celebrates Child?s childhood memories of visiting her Grandfather?s house.

As an advocate for Native American rights, anti-slavery laws, and women?s voting rights, Child raised her voice on many issues flaring in the in the 1840s, but refused to raise a fist. Her writings urged people to find a peaceful, non-violent way to progress.

The song can be a great holiday tradition for your family, too. We?ve put together a few simple ways to adapt the song to your child?s learning ability.

Baby (newborn to 2)

B.C. announces provincewide colorectal cancer-screening program ...

A provincewide screening program aimed at detecting colorectal cancers earlier and boosting the number of 50-to-74-year-olds being tested will begin next spring.

It???s expected the program, which includes reminder letters and awareness campaigns, will increase the number of those over age 50 getting tested to at least 70 per cent.

At present, only about one-third of B.C. residents in the 50-to-74 age range are tested.

The B.C. government has been under pressure for several years from the BC Cancer Agency, patient advocacy organizations and the NDP to implement a publicly funded program like those in other provinces.

A three-year pilot project called Colon Check showed the value of an organized screening program like those for breast and cervical cancers. Forty-five cancers and hundreds of pre-cancerous polyps were found in the 15,000 people screened.

A University of B.C. study in the Canadian Medical Association Journal in 2010 also showed that a screening program would drastically lower incidence and death rates.

That study found that for every 100,000 individuals over the age of 50 who are screened, the costs of finding, diagnosing and treating any problems revealed by the tests amount to about $70 million. There are 1.345 million people in B.C. between the ages of 50 and 74.

Health Minister Margaret MacDiarmid, who announced the program at a press conference Monday, said the government doesn???t know what the program will cost because it???s not known how many people will take advantage of the free testing for signs of blood in the stool.

???Hopefully, it will cost a lot,??? she said, indicating she hopes more people will get screened.

MacDiarmid, a former family doctor herself, said she???s an ???unwilling cancer customer,??? having survived breast cancer. But as such, she knows the benefits of screening to detect cancer earlier when it???s easier to treat.

The government???s Medical Services Plan branch already spends more than $30 million a year on colorectal cancer diagnostic exams, including fecal sample tests, colonoscopies, sigmoidoscopies and barium studies. That is likely to jump substantially in an organized program because family doctors will also be recommending testing to patients with no symptoms or risk factors.

Besides the $30 cost of the stool test, there will also be BC Cancer Agency costs for managing and coordinating the program, plus treatment of what???s anticipated to be more cases of cancer being picked up. Drinking Made Easy ? NFL, Tailgating And Beer

We are almost halfway through the NFL season and it is glaringly clear who the contenders and pretenders are. And no, I?m not talking about the English Alt-Rock band. Teams such as Atlanta, Houston, Chicago and San Francisco have shown that they are for real while teams like Carolina, Kansas City, Jacksonville and Cleveland have all but guaranteed that they are done like dinner.

In honor of the midpoint of the NFL season, I?m going to try my best to make a list of the best stadiums to tailgate at as well as the tasty craft breweries that can be found in said NFL cities. Forbes comes out with a list every year. I used their findings as well as Bleacher Report and others to compile this list. I know most of the NFL cities I am listing are in the Midwest. Maybe I?m just biased because I live an hour from Buffalo.

Buffalo: The fans in Orchard Park are always found at the top of every tailgating list. Regardless of how poorly the play on the field is,Buffalo?s fans come out in droves. The Bills haven?t made the playoffs since 1999, but that?doesn?t?stop enthusiastic tailgaters. You can find all kinds of food and drink in the midst of the raucous revelry. When in Buffalo, though, you can?t go wrong with grilled chicken wings and a nice, frosty beer.

The Buffalo area is home to Flying Bison Brewing Company, Community Beer Works, Pearl Street Brewery and Bard?s Tale Beer Company.

Cleveland: Just like in Buffalo, the fans in Cleveland show up to tailgate and attend games year after year even though they rarely make the playoffs. Every season is a rebuilding season in Cleveland and somehow they don?t ever seem to get over the hump. They are good for a playoff spot every five or so years, but don?t expect a Super Bowl any time soon.Cleveland tailgates are a great place to sample chili and grab one of the local brews.

The area is home to the Great Lakes Brewing Company, Fat Heads Brewery, Rocky River Brewing, Buckeye Brewing Company, Market Garden Brewery and Indigo Imp Brewery.

Chicago: Unlike Cleveland and Buffalo, fans of the Bears can usually look forward to a winning season and playoff appearance. They tend to disappoint in the playoffs, but at least they get there. So far this season, they look like one of the biggest contenders for the Super Bowl in the parity filled NFL. Grab a polish sausage or a brat and a brewski when you cheer on the Bears.

The area is home to Goose Island, Revolution Brewing Company, Half Acre Beer Company, Metropolitan Brewery, Atlas Brewing Company, Argus Brewery and Hopothesis Beer Company.

Green Bay: No city screams tailgate more than Green Bay. This hard-working, blue collar town knows how to celebrate their legendary franchise. They might be spoiled because the Packers are always in the running for the NFL championship. They call them cheese heads for a reason. So, in Wisconsin grab a chedderwurst or deep fried cheese curds and wash it down with a tasty brew. The area is home to Hinterland Brewery, Legends Brew House, Stone Cellar Brewpub and Titletown Brewing Company.

Here are some other cities well known for their tailgating:Denver,Oakland,Houston,New England,Pittsburgh,KansasCity,San Diego,Miami and Carolina.
